Evaluatie van geïnformeerde gebruikers en individuele en collectieve inspraak in het kwaliteitskader van het VAPH

Dit onderzoek richt zich op het identificeren van randvoorwaarden die bijdragen aan een duurzame participatiecultuur binnen VAPH-zorgorganisaties, evenals aan de verduurzaming van collectieve inspraak in gebruiksorganen. De werkgroep benadrukt dat het collectieve overlegorgaan niet louter een doel op zich mag zijn, maar vooral een middel tot daadwerkelijke participatie. In plaats van uitsluitend te focussen op de overlegorganen zelf, wordt de nadruk gelegd op de bredere organisatorische context waarin participatie plaatsvindt. De centrale doelstelling is te onderzoeken hoe de participatiecultuur kan worden verbreed en stevig verankerd, met als uiteindelijke resultaat meer betrokkenheid, eigen regie en een hogere levenskwaliteit voor alle zorggebruikers. Daarnaast wordt gestreefd naar een adequate informatievoorziening voor alle zorggebruikers binnen VAPH-organisaties. Specifieke doelstellingen van het onderzoek zijn: - Het in kaart brengen van bestaande inspraakmogelijkheden en de huidige participatiecultuur binnen VAPH-organisaties in Vlaanderen, met bijzondere aandacht voor kwetsbare groepen. - Het toetsen van het inspiratiekader met acht vereisten voor participatie binnen VAPH-organisaties, om inzicht te krijgen in de essentiële randvoorwaarden. - Het benadrukken van het belang van laagdrempelige participatiemogelijkheden, met extra aandacht voor de minst mondige zorggebruikers, binnen de collectieve overlegorganen. - Het formuleren van beleids- en praktijkgerichte aanbevelingen om de participatiecultuur binnen VAPH-voorzieningen verder te versterken. Deze aanpak beoogt een inclusieve participatiecultuur waarin alle zorggebruikers daadwerkelijk gehoord worden, ongeacht hun achtergrond of kwetsbaarheid, en waarbinnen participatie bijdraagt aan hun welzijn en kwaliteit van leven.

Evaluation of informed users and individual and collective participation in the VAPH quality framework

This research focuses on identifying preconditions that contribute to a sustainable culture of participation within VAPH healthcare organizations, as well as the sustainability of collective participation in user bodies. The working group emphasizes that the collective deliberative body should not be a mere end in itself, but above all a means to effective participation. Rather than focusing exclusively on the deliberative bodies themselves, emphasis is placed on the broader organizational context in which participation takes place. The central objective is to explore how the culture of participation can be broadened and firmly embedded, with the ultimate result being greater involvement, self-direction and higher quality of life for all health care users. In addition, the aim is to provide adequate information to all care users within VAPH organizations. Specific objectives of the study are: - To map existing participation opportunities and the current participation culture within VAPH organizations in Flanders, with a special focus on vulnerable groups. - To test the inspiration framework with eight requirements for participation within VAPH organizations, in order to gain insight into the essential preconditions. - To emphasize the importance of accessible participation opportunities, with extra attention to the least empowered care users, within the collective consultation bodies. - To formulate policy- and practice-oriented recommendations to further strengthen the participation culture within VAPH facilities. This approach aims to create an inclusive participation culture in which all care users are truly heard, regardless of their background or vulnerability, and within which participation contributes to their well-being and quality of life.
