Recovered Images: An Interface of Possible Narratives is een ambitieus en actueel digitaal restitutieproject rond 15 uur aan gescande filmbestanden die we ‘Recovered Images’ noemen en die momenteel in het bezit zijn van het Palestine Film Institute (PFI). Dit materiaal werd oorspronkelijk geproduceerd door internationale hulporganisaties en transnationale solidariteitsfilmmakers ter ondersteuning van de Palestijnse bevrijding, maar werd in beslag genomen door het Israëlische leger tijdens invallen in Jordanië, Libanon en bezet Palestina. De collectie van het PFI bestaat niet uit de originele films en bevat geen metadata over de herkomst, zoals men van een institutioneel archief zou verwachten. In plaats daarvan toont dit beeldmateriaal de blik van de archivarissen van het Israëlische leger, die het geroofde beeldmateriaal voor hun eigen doeleinden en in reactie op verzoeken om beeldmateriaal versneld afspelen, van watermerken voorzien, dempen en op andere manieren aanpassen.

De voortdurende genocide legt de tragische beperkingen bloot van de handhaving van het internationaal recht en andere bestaande kanalen om gerechtigheid en herstel in Palestina te bereiken. Waar andere dekoloniale restitutieprojecten juridische en diplomatieke kaders hebben kunnen mobiliseren om culturele werken terug te krijgen, wenden wij ons, bij gebrek aan een soevereine staat of functionerende internationale strafrechtbanken, tot artistiek onderzoek om prefiguratieve zorgmethoden te ontwikkelen die culturele productie inzetten voor materiële restitutie.

Met de 15 uur aan Recovered Images stellen we voor om dit materiaal eerst te koppelen aan de originele Palestijnse en solidariteitsfilms waaruit ze zijn geplunderd. Dit omvat enerzijds metadata en het ontwerp van een digitaal platform, en anderzijds op interviews gebaseerd onderzoek ter plaatse. Daarnaast stellen we secundair onderzoek voor naar hoe fragmenten uit de Palestijnse bevrijdingscinema gebruikt (misbruikt) werden in Israëlische uitzendingen en documentairefilms. Met Recovered Images hebben we een unieke kans om de constructie van een koloniale subjectiviteit ‘achter de schermen’ te zien. Wij geloven dat het blootleggen van dit mechanisme een belangrijke rol zal spelen in de deconstructie ervan.

Recovered Images: An Interface of Possible Narratives is an ambitious and timely digital restitution project centered around 15 hours of scanned film files we call 'Recovered Images' currently held by the Palestine Film Institute (PFI). This material was originally produced by international aid organizations and transnational solidarity filmmakers in support of Palestinian liberation but was seized by the Israeli army during raids in Jordan, Lebanon, and Occupied Palestine. The PFI holdings are not the original films, and do not contain any provenance metadata that one might expect from an institutional archive. Instead, this footage shows the 'gaze' of Israeli army archivists as they fast-forward, watermark, mute, and otherwise modify the looted footage for their own purposes and in response to footage requests.

The ongoing genocide exposes tragic limitations in the enforcement of international law and other extant channels for achieving justice and repair in Palestine. Where other decolonial restitution projects have been able to mobilize legal and diplomatic frameworks to achieve return of cultural works, without a sovereign state or functioning international criminal courts, we turn to artistic research to develop prefigurative methods of care that employ cultural production towards material restitution.

With the 15 hours of Recovered Images, we propose first to link this material back to the original Palestinian and solidarity films from which they were plundered. This will comprise metadata and digital platform design, on the one hand, and interview-based on-site research on the other. Additionally, we propose secondary research on how fragments from Palestinian liberation cinema were (mis)used in Israeli broadcast and documentary film. We have a unique opportunity with the Recovered Images to see the construction of a colonial subjectivity from 'behind the scenes.' We believe that exposing this mechanism will play a significant role in its deconstruction.
