Evaluatie Vlaams mantelzorgbeleid 2016-2020 in functie van nieuw Vlaams mantelzorgbeleid 2021-2025

In opdracht van het Vlaams Instituut Voor de Eerste Lijn (VIVEL) werken onderzoekers van HOGENT, als lid van de Academie voor de Eerste Lijn, aan de evaluatie van het Vlaams mantelzorgbeleid 2016-2020 in functie van een nieuw Vlaams mantelzorgbeleid.
Het project bestaat uit een onderzoekstraject en een begeleidingstraject. Het onderzoekstraject evalueert het huidige mantelzorgbeleid en bepaalt toekomstige beleidsprioriteiten. Het begeleidingstraject richt zich op het ontwerpen van een nieuw mantelzorgplan. Beide trajecten worden uitgevoerd in cocreatie met de stakeholders van het Vlaams mantelzorgbeleid.
In het najaar 2020 werd het onderzoekstraject opgestart. Na een identificatieproces van de stakeholders en stakeholdergroepen, werden online focusgroepen georganiseerd rond het thema ‘wat is een succesvol mantelzorgbeleid?’. Er vonden zes focusgroepen plaats met mantelzorgers, mantelzorgverenigingen, verenigingen voor personen met een zorgnood, organisaties uit de formele zorgsector, beleidsmakers en onderzoekers. De input vormde de basis voor een online enquête, die wijd werd verspreid binnen het zorg- en welzijnslandschap: mantelzorgers, vrijwilligers, professionele zorgverleners en welzijnswerkers, beleidsactoren op alle niveaus, … De bevraging omvatte 6 prioritaire thema’s. 1062 personen vulden deze in. De resultaten worden in het voorjaar van 2021 besproken en gevalideerd tijdens een aantal samenkomsten met beleidsactoren en experten uit het werkveld.
In juni 2021 startte een nieuwe fase: het begeleidingstraject dat gericht was op het ontwerpen van een nieuw mantelzorgplan. Na een nieuw identificatieproces van de stakeholders en stakeholdergroepen werden aan de hand van focusgroepen strategische doelen, beleidsprioriteiten en actieplannen bepaald. Op basis van de lijnen die uitgezet werden in het begeleidingstraject werd het nieuwe Vlaams mantelzorgplan, gelanceerd.

Evaluation Flemish informal care policy 2016-2020 in function of new Flemish informal care policy 2021-2025

Commissioned by the Flemish Institute for the First Line (VIVEL) and as a member of the Primary Care Academy, HOGENT evaluated the Flemish informal care policy 2016-2020 in function of a new Flemish policy. The project consists of a research and a guidance track. The research track evaluates the current informal care policy and determines future policy priorities. The guidance path focuses on designing a new informal care plan. Both trajectories are carried out in cocreation with the stakeholders of the Flemish informal care policy. The research trajectory was launched in autumn 2020. After an identification process of stakeholders and stakeholder groups, online focus groups were organised around the theme 'what is a successful informal care policy?'. Six focus groups took place with informal caregivers, informal care associations, associations for persons with care needs, organizations from the formal care sector, policy makers and researchers. The input formed the basis for an online survey, which was widely distributed within the care and welfare landscape: informal caregivers, volunteers, professional care and welfare workers, policy actors at all levels, ... The survey included 6 priority themes. 1062 people completed it. The results will be discussed and validated in spring 2021 during a series of meetings with policy actors and experts from the field.
A new phase started in June 2021: the guidance process aimed at designing a new informal care plan. After a new identification process of stakeholders and stakeholder groups, strategic goals, policy priorities and action plans were determined through focus groups. Based on the lines set out in the guidance process, the new Flemish informal care plan, was launched.
