Falling turnover of retail traders is causing more vacant commercial premises in Flemish cities for the sixth year in a row (Locatus, 2014). Various causes can be identified for the structural decline in turnover cum vacancy of shops in approach streets and B locations, such as the economic crisis, (local) legislation, for example on opening hours and commercial rent, parking problems, competition from shopping centres and runway shops, price-critical consumers and ever-increasing Internet sales. Retailers in the approaching streets and B-locations are most affected by these issues, and it is precisely these streets with specialised businesses that colour a city's own and unique character. The retail sector is on the eve of restructuring and cooperation between different parties (legislator, (local) government, real estate and the retail sector) is needed more than ever to preserve and obtain vibrant and liveable cities. How can legislators, (local) government, real estate and retail create sustainable added value to avoid vacancy cum vacancy of commercial outlets in approach streets and B-locations of urban centres? To formulate an answer to the central research question, three sub-research questions were developed: 1) What initiatives already exist on various fronts such as legislation, (local) government, businesses and other actors to tackle vacancy cum vacancy and what are the results? 2) Which innovative business concepts can be implemented in these shopping areas? 3) How can legislators, (local) government, real estate and retail work together on sustainable solution scenarios to tackle vacancy cum vacancy? We answer these research questions by conducting a thorough literature study combined with (inter)national study visits, mapping the needs of the retail sector and retail real estate (needs analysis) which we feed back to experts. Based on the information gathered, also in collaboration with students and experts, innovative business concepts are developed specifically for the activation of the approach streets and B-locations in Ghent and Aalst. The concepts developed for the approach streets and B locations in these cities will be tested with focus groups of consumers, entrepreneurs and real estate. The findings from the focus groups will lead to the definition of a number of concrete models that will be presented to representatives of the local government, entrepreneurs and real estate representatives from the selected research area. With this, we want to test where these three parties stand with regard to the elaborated business concepts and what specifically needs to be done to implement them or what reasons there are for not doing so. The developed knowledge and experiences from this project will be shared on an information platform and we want to elaborate the findings via an interactive toolbox, in cooperation with relevant partners.
