Social Impact Bonds

In het huidige klimaat van grote overheidsuitgaven en begrotingstekorten, dreigen initiatieven van grote maatschappelijke waarde of voor kansarme groepen moeilijker financierbaar of zelfs uit de boot te vallen. Nieuwe kapitaalmarkten die maatschappelijk verantwoord investeren, sociale outcome contracting (SOC) zoals resultaatsfinanciering en Social Impact Bonds (SIB), met doorgedreven impactevaluaties dringen zich op om tegemoet te komen aan de heersende sociale en economische behoeften. Om zulke publiek-private partnerschappen te rentabiliseren is er nood aan nieuwe configuraties.
Met dit onderzoeksproject spelen we in op deze nood. We onderzoeken hoe vanuit vereende krachten van de academische instelling, investeerders, sociale organisaties, beoogde doelgroepen en overheden, in binnen- en buitenland, een krachtige samenwerking om maatschappelijk verantwoord geoptimaliseerd impactuitkomst gedreven beleid in praktijk te optimaliseren.
Dit gaat zeer breed: een aanbesteding-mindshift: van inkoopbeleid naar partnerschapsbeleid, varianten van SIB modellen, outcome- en garantiefondsen, nieuwe investering opportuniteiten en stakeholders, ...om te streven naar de structurele vormgeving van een toekomstproof financieringsmechanisme, complementair aan de bestaande financieringsvormen, dat makkelijk implementeerbaar is om de huidige problematieken het hoofd te kunnen bieden.
Dit praktijkgericht onderzoek werkt met concrete cases, i.s.m. lokale besturen, om de barrières tot implementatie bloot te leggen en parallel op systeembasis, i.s.m. beleidsmakers, om vorm te geven aan een structuur die de implementatie van het financieringsmechanisme vereenvoudigt.
Naar het einde van de onderzoeksperiode toe willen we maximaal kennis kunnen delen en advies verstrekken.

Social Impact Bonds

In the current climate of large public spending and budget deficits, initiatives of high social value or for disadvantaged groups risk becoming more difficult to fund or even fall by the wayside. New capital markets offering socially responsible investing, social outcome contracting (SOC) such as outcome financing and Social Impact Bonds (SIB), with thorough impact evaluations are pushing forward to meet prevailing social and economic needs. To make such public-private partnerships profitable, new configurations are needed.
This research project responds to this need. We examine how from combined forces of the academic institution, investors, social organisations, intended target groups and governments, at home and abroad, a powerful collaboration to optimise socially responsible impact outcome-driven policy in practice.
This goes very broad: a procurement mindshift: from procurement policy to partnership policy, variants of SIB models, outcome and guarantee funds, new investment opportunities and stakeholders, ...to strive for the structural design of a future-proof financing mechanism, complementary to existing forms of financing, that is easily implementable to cope with current issues.
This practice-oriented research works with concrete cases, in collaboration with local governments, to expose the barriers to implementation and, in parallel, on a system basis, in collaboration with policymakers, to shape a structure that simplifies the implementation of the financing mechanism.
Towards the end of the research period, we aim to maximise knowledge sharing and advice.
