Ontmoeting Sociaal Werk en Politie: training ter bevordering van de samenwerking tussen de beroepsgroepen sociaal werk en politie in de publieke ruimte

SwaPol is een educatief project dat de ontmoeting tussen het sociaal werk en de politie wil bevorderen. In de publieke ruimte komen immers zowel politie als sociaal werk vaak in contact met kwetsbare groepen. Dit project wil een bijdrage leveren aan het vinden van manieren om enerzijds het welzijn van deze doelgroepen te garanderen en anderzijds de leefbaarheid van de publieke ruimte te bewerkstelligen.
Het project bracht in het voorjaar 2020 studenten Sociaal Werk en politieambtenaren samen in de klaslokalen van de hogenschool Gent. De pilot-training bestond uit een 5-daagse opleiding en werd toen getest om daarna op een structurele manier ingebed te worden in de opleidingen Sociaal werk en de Politieacademies.
Volgende onderwerpen kwamen tijdens de 5-daagse opleiding aan bod:
• Samenleven in de publieke ruimte: samenwerking tussen het sociaal werk en de politie met als thema’s: professionele cultuur Sociaal Werk/ Politie (cf. beroepsgeheim; gemeenschappelijkheden en verschillen; …); professionele structuur Sociaal Werk/ Politie (cf. internationale definitie Sociaal werk; ordehandhaving en wettelijke basissen;…) werkmethoden van het Sociaal Werk/ Politie (vb. social casework, groepswerk, outreachend werken, straathoekwerk, sociale omgevingsanalyse, probleem georiënteerd politiewerkwerk, community policing, … ).
• Preventie en harm-reductie t.a.v. middelen gebruikende jongeren in het uitgaansleven (als kwetsbare doelgroep in de publieke ruimte): samenwerking tussen het sociaal werk en de politie met als thema’s: prevalentie van alcohol- en druggebruik; wat is preventie en harm-reductie; wetgeving rond middelen; recreationeel versus problematisch gebruik; perspectieven op het nachtleven: standpunt jongeren, politie, sociaal werk; goede voorbeelden omtrent samenwerking van sociaal werk en politie in het nachtleven; … .
• Dak- en thuislozen (als kwetsbare doelgroep in de publieke ruimte): samenwerking tussen het sociaal werk en de politie met als thema’s: multi-facetten concept van dak- en thuisloosheid; maatschappelijke ontwikkelingen zoals economische crisis en migratie die dak- en thuisloosheid beïnvloeden; de beperking in samenwerking tussen sociaal werk en politie en de mogelijke gezamenlijke aanpak via preventie, interventie en geïntegreerde community; … .

Meeting Social Work and Police: training to promote cooperation between social work and police professionals in public spaces

SwaPol is an educational project that seeks to promote encounters between social work and the police. Indeed, in public spaces, both police and social work often come into contact with vulnerable groups. This project aims to contribute to finding ways to ensure the well-being of these target groups on the one hand, and the livability of public spaces on the other.
The project brought together students of Social Work and police officers in the classrooms of Ghent High School in spring 2020. The pilot training consisted of a 5-day course and was then tested in order to then be embedded in the Social Work and Police Academy courses in a structural way.
The following topics were covered during the 5-day training:
- Living together in the public space: collaboration between social work and the police with as themes: professional culture Social Work/Police (cf. professional secrecy; commonalities and differences; ...); professional structure Social Work/Police (cf. international definition Social Work; law enforcement and legal bases;...) working methods of Social Work/Police (e.g. social casework, group work, outreach work, street work, social environment analysis, problem oriented police work, community policing, ... ).
- Prevention and harm reduction with regard to substance abusing youth in nightlife (as a vulnerable target group in the public sphere): collaboration between social work and police on themes such as: prevalence of alcohol and drug use; what is prevention and harm reduction; legislation on substances; recreational versus problematic use; perspectives on nightlife: point of view of young people, police, social work; good examples of collaboration between social work and police in nightlife; ... .
- Homelessness (as a vulnerable target group in the public space): cooperation between social work and the police with as themes: multi-faceted concept of homelessness; social developments such as economic crisis and migration that affect homelessness; the limitation in cooperation between social work and police and the possible joint approach through prevention, intervention and integrated community; ... .
